The SDUHSD Board of Trustees authorized an audit into the Foundation on their October 17th meeting. View the meeting here.
During the November 14th board meeting, which can be viewed here, the firm CDWL was selected to conduct the audit and a contract was approved.
The district opted to audit all 4 high school Foundations rather than just the CCAF in an apparent attempt to avoid singling out the CCAF, despite the fact that auditing the other Foundations drove up the cost of the project to over $60k.
Several board members have expressed their desire to get to the bottom of the issue. However, as shown in the recording of the November 14th board meeting, other board members have expressed that they want to use the audit to protect the reputation of the Foundation rather than to thoroughly investigate its activities.
Amy Caterina and Marty Foltyn, two former presidents of the CCA Foundation board, published an Op-Ed in the San Diego Union Tribune criticizing the actions of the Foundation in the years after their departure and accuse the Foundation of abusing funds.
Caterina and Foltyn alleged that the Foundation overcharged parents and donors fo put funds into general expenses and into deductions for staff salaries, that the Foundation kept absurdly high cash balances even though an education non-profit is supposed to spend the money in the year it is given, and that the annual transfers of restricted to unrestricted categories happened in an improper manner.
Caterina and Foltyn are attempting to arrange a meeting with the auditors to express their concerns.
We urge all members of the SDUHSD board to dedicate themselves to conducting a thorough and fair investigation.
